Doha Forum Tokyo Dialogue

On July 16, 2025, the Japan Institute of International Affairs (JIIA), in collaboration with the Doha Forum of Qatar, co-hosted a panel discussion titled "Future Global Order and Global Governance: A World Without a Navigator."

The event brought together approximately 150 participants, including members of the diplomatic corps and government officials. Against the backdrop of intensifying rivalries among major powers, increasing polarization, and the resulting erosion of the rules-based international order and multilateral frameworks, the panel featured candid and in-depth discussions on the challenges and avenues for restoring international trust, order, and multilateralism.

Speakers addressed a number of pressing issues currently confronting the international community. Attention was drawn to the rise of China and its efforts to transform the existing international order through strategic narratives that challenge the Western-led system. The discussion also highlighted how, under the Trump administration, the United States' diminished international engagement has prompted many countries to pursue military buildups and prioritize self-interested economic policies. At the same time, concerns were raised about the erosion of democratic foundations at the domestic level, as intolerance toward diverse viewpoints grows in many societies.

From a Middle Eastern perspective, the panel also explored changes in regional strategic balances, the diversification of foreign relations by Middle Eastern countries, evolving forms of regional alliances, and prospects for peace in the region.

The discussion ultimately highlighted the importance of universal values and sparked active debate on the role that Japan should play in supporting multilateralism. The exchange underscored the enduring relevance of multilateral cooperation and exposed the mounting challenges posed by a shifting global power balance.

The Japan Institute of International Affairs and the Doha Forum are embarking on a year-long joint research initiative. This conference marks the starting point, with a panel session scheduled at the Doha Forum in December, and another planned for next year's Tokyo Global Dialogue.
