The Japan Institute of International Affairs (JIIA) organized a roundtable with the Finnish Institute of International Affairs (FIIA) in Helsinki on February 13, 2025. Finland, which had long maintained a policy of neutrality and military non-alignment, joined NATO last year following Russia's invasion of Ukraine. It is also highly aware of the threat posed by Russia-China cooperation and is currently working on developing Indo-Pacific guidelines. The discussion also covered Finland's consideration of withdrawing from the Ottawa Treaty as a result of its NATO membership and strengthened defense capabilities, as well as ongoing concerns about the unstable political situation in the US, Germany, and France. The issue of a vessel involved in cutting submarine cables and the response to its arrest at the end of last year were also discussed, along with the potential for Japan-EU cooperation in this context.
