The Japan Institute of International Affairs (JIIA) organized a roundtable with the Latvian Institute of International Affairs (LIIA) in Riga on February 12, 2025. Latvian diplomacy has gone through a period of strengthened relations with Russia during the democratization process after independence, followed by a temporary focus on closer ties with China, including hosting the 16+1 Summit in Riga. This was followed by a shift toward stronger ties with NATO and the EU in the wake of the war in Ukraine. The roundtable discussed responses to disinformation, cognitive warfare, and electoral intervention from Russia, which shares a border with Latvia, as well as NATO's response to the situation in Belarus. There was also a discussion on the need to further strengthen Japan-EU cooperation, including strategies for addressing these challenges.
