The Japan Institute of International Affairs (JIIA) held the "Quad-Plus Dialogue" online on May 9, 2023. The Dialogue is a framework for think tank collaboration among JIIA, the Heritage Foundation, the Australian Strategic Policy Institute (ASPI), and the Vivekananda International Foundation (VIF). At this dialogue hosted by the VIF, experts from Taiwan also participated in lively discussions on the status and challenges of QUAD cooperation as well as the impact of Russia's invasion of Ukraine on the international order.

JIIA has participated since 2018 in this dialogue, which was hosted in Tokyo in March 2018 and in Sydney in February 2019 (organized by ASPI). Since 2020, the dialogue has been conducted online in response to the spread of COVID-19.
